Pamela Locke, GISP, President

Pamela Locke is the Facilities Information Systems Coordinator at UMass Lowell where she manages spatial data upkeep, data collection, and data sharing throughout the University.  She received her undergraduate degree in Geography from Clark University and her Master’s Degree in GIS from Pennsylvania State University. She has served on the NEURISA board since 2016 and is excited to hold the position of President during the 2019 year.  Outside of work and NEURISA, Pamela enjoys travel, playing with her dog, and home renovations with her husband.

Jay Metzger, President-Elect


Jay is the Supervising GIS Specialist for the RI Dept. of Health. He has great enthusiasm and willingness to learn and help out. He is forthcoming and passionate about GIS. He has served on the NEURISA board for two years and is excited to be President-Elect for 2019. Excelsior!

Kathryn Brewer, GISP, Immediate Past-President



Kathryn Brewer is a co-founder and principal partner of Spatial Relationships.  She is a Highly analytic Geographic Information System (GIS) Consultant with 20+ years of GIS experience. Expertise managing complex GIS projects from design and development through production, and directing project teams to meet objectives.   Kathryn has enjoyed giving back by volunteering with GIS professional organizations throughout her life, more recently as a Past-President and a past treasurer with NEURISA.

Thad Dymkowski, GISP, Treasurer

Thad Dymkowski is most recently the GIS Analyst for the Town of South Windsor, Connecticut. With a BA and MS in Geography/GIS from Central Connecticut State University, and almost 20 years of GIS experience, Thad has bounced around between private sector, public sector, and the world of academia. You may or may not have seen him present at a NEARC conference, NEURISA Day, a GIS Day event, or any other place people are willing to listen to him. He is most proud of his 6 year old twins, but also his GISP and the GIS Certificate Program that he created and teaches at his alma mater. This is his third term as Treasurer for NEURISA, though he has been a longtime supporter of NEURISA. When not playing the role of GIS professional, he likes practicing Karate with his son (purple belt), watching his daughter dance ballet, and sitting on the beach with his wife.

Jessica Morrissey, Secretary

As a new member, I am looking to further my involvement with NEURISA and become more of an active GIS professional with in my community. I also feel Rhode Island currently has a small GIS population and I would love to help foster more professionals with the state! I am currently working on my masters in GIS from Elmhurst University, while working full time for EA Engineering. I will be officially switching to a full time GIS technician role at my company at the completion of my masters. Outside of work and school, I spend most of my free time outside hiking with my husband!

Cynthia Gaines, GISP, Events Coordinator

Cynthia is the GIS Manager at the Massachusetts Broadband Institute, providing mapping and spatial analysis support for the design, deployment, and operation of high-speed broadband networks in western and central Mass. Prior to MBI, she worked at GIS and environmental consulting firms, with a primary focus on facilities management and ordnance remediation projects. She has over 20 years of GIS experience and holds a B.A. in Economics and Environmental Science from the University of Virginia and a GISP certification.  She also loves to travel, play soccer, and do all sorts of outdoor activities - including mountain biking, hiking, kayaking, snowboarding, and much more.

Jeff Olson, GISP, Communications Coordinator

Jeff is a GIS Analyst at the natural gas & electric utility Unitil and has over 13 years of GIS experience, primarily with utilities.  While originally from Maine, Jeff earned his BA in Geography with a concentration in GIS from the University of Tennessee and has lived in a handful of places all over the northeast and the southeastern United States.  He has served on the board for 5 years and held many positions including President, Treasurer and now Communications Coordinator. In his spare time he loves to travel, go on nature hikes and go exploring with his family.

Matthew Deal, Membership Coordinator

Matt is passionate about helping solve business problems using GIS. He is great at understanding GIS needs and helping GIS professionals find solutions. He has varied experience in imagery, data management and GIS enterprise solutions.

Claire Brill, GISP, Social Media Outreach

Claire has worked at the City of Worcester, MA for 10 years as GIS Manager. She received a MA in GIS for Development & Environment from Clark University. Her master’s thesis on brownfields was published by The Journal of URISA. Claire also received a MA in Teaching from Fairfield University and a BS in Atmospheric Science from Purdue University.  She has been a GISP since 2013. Claire is a big fan of Worcester and would be more than happy to assist in planning your next visit to the Second Largest City in New England!

Jodie Gosselin, GISP, CDRC Representative

Jodie Gosselin is the GIS manager at Dawood Engineering, a multidisciplinary design firm founded in 1992. She has 15 years of experience in GIS with a focus on utilities and asset management. She works closely with Dawood’s newly acquired Surveying and Mapping Consultants out of Braintree, MA on three-dimensional scanning and mobile LiDAR projects. She holds a Bachelor’s degree in Geography/GIS, is a certified GIS Professional (GISP), and an Esri Certified ArcGIS Desktop Professional. This will be her fifth year serving on the Board of Directors for NEURISA. In her spare time, she enjoys cooking and stays in shape by chasing her 16-month identical twin daughters around.

Fran Hutton Lee, RIGIS Liaison


Fran has been active in NEURISA activities for several years. She has been a GISPro presenter, and has spoken at other GIS conferences. She has been a URISA member for several years. Fran is the first ever GIS coordinator for the Town of Medway, MA, and is enjoying developing GIS for the Town in this new capacity.  She is also interested in using GIS in the arts and humanities, and seeing how GIS can be applied to a wide range of disciplines. In her spare time she maps books for fun.

Patrick Cunningham, GISP

Cunningham is President and CEO of Blue Marble Geographics a GIS software company that serves hundreds of thousands of users worldwide.  Blue Marble is best known for the Geographic Calculator and Global Mapper, two industry leading GIS tools. Cunningham has led the company for fifteen years now and is most proud of the quality people that work at Blue Marble and the success of the Global Mapper LiDAR Module.  He has served on NEURISA for three years now, is a member of the Maine Geolibrary Board and is Chair of the Maine GIS Users Group.

Matt Franz, GISP


Matt has been the GIS Analyst at the Central Massachusetts Regional Planning Commission for the past 12 years and has been involved in municipal/regional GIS since 2000. In his current position, he manages the RPA’s GIS library and  provides GIS services and support inhouse and to the various departments within the communities he serves. He holds a B.A. in Political Science and is GISP certified. Outside of the commission he enjoys reading, watching SciFi, playing board games and spending time with his family.

Ryan Norton


Ryan Norton is the GIS Specialist for the Town of Foxborough, Massachusetts, where he has worked for the past five years. He received his undergrad at UMass Boston where he studied Earth, Environmental and Ocean Science with a GIS concentration, and his Master of Arts in Geographic Information Sciences at Clark University. In his spare time he is developing a website using PostGIS which will facilitate connections between GIS professionals, employers, academia, and other organizations. He is also an avid musician and enjoys traveling and getting outside.

Josh Sky

Josh has worked for VHB in the South Burlington office for over 16 years as the GIS Manager.  He received his BS in Environmental Science from Principia College in 1996 and his MS in Forestry from the University of Vermont in 2004.  He has enjoying his time on the board as he enters his second year.
